Join us for a high-level overview of Canada’s Controlled Goods Program and its relevance to organizations and individuals who may handle controlled goods. It will explain what controlled goods are, how to determine whether goods fall under the program and clarify who is required to register and who is not.

The presentation will also define three key concepts—examine, possess, and transfer and outline two critical roles within the program and the responsibilities associated with each. Finally, you will be provided a walk through of the registration process and required documentation.

Presenter Bio

Dominic Dubé is the Education Program Officer with Public Services and Procurement Canada’s Controlled Goods Program (CGP). With more than a decade of experience and over 250 training sessions to 6000+ clients, he is recognized for translating complex regulatory requirements into practical, business‑-focused guidance.

Dominic has led the modernization and delivery of the program’s training, client service and digital tools, supporting hundreds of Canadian manufacturers and regulated organizations in meeting their obligations under the Defence Production Act and Controlled Goods Regulations. A bilingual presenter with extensive industry engagement experience, Dominic regularly engages and delivers CGP presentations to manufacturing associations, government partners, and industry stakeholders across Canada.
